CHILD CUSTODY BATTLE: KCCA Boss Skips Police Summon, Quizzed Over Kidnap, Torture

By Francis Otucu

The police in Kampala Monday quizzed Kampala Capital City Authority senior staff, Dr. James Semuwemba over an accusation of torture and kidnap of won children.

This, after his ex-wife, Ashra Senyonga now based in the United States accused him and lover, Hilda Kabenga of torturing their children before kidnapping them to cover up for torture.

According to Senyonga, she was tipped by neighbors and family friends of torture and kidnap of her daughter, a student of Nabisunsa Girls in Kampala.

“Three weeks ago, Kabenge kidnapped a 15 year old girl from Kampala and took her to parents home Kabulasoke, Gomba district without the girls consent. She dumped her there and concerned families took the girl to Bukanula Police Station after the young girl said she had been kidnapped,” part of her letter to police reads, “..my former husband found the eldest child who is 15 years with a phone and beat her together with Kabenge until the girl became unconscious. They rushed her to hospital and when she was recovering, Kabenge kidnapped her and took her to the village so that their torture would not be exposed. We are aware that he took the girl for treatment after that torture. Right now, he has hidden her, and no one knows where he has taken her. She is not home. We are worried for the worst because of the torture that she endured. Neighbors said he beat her so badly and that’s why she had to be taken away to avoid Police and people finding out what he had done. I have been told by my sister that two weeks ago, the eldest child was kidnapped and taken to Gomba to live with the woman’s relatives in the village against her will because they wanted her to recover from the beating without anyone knowing the truth. An interview with the girl can confirm these events and the amount of torture they have endured. My ex-husband is a senior officer in KCCA. Every police I try to seek help about this torture has been compromised and that’s why I am appealing to you. My former husband has a history of child abuse; in 2017 he deliberately abandoned one of kids at school. Please kindly intervene and compel the gentleman to show evidence that my daughter is alive and also commit that he will not physically torture the children with impunity.”

In response, the police summoned Semuwemba for quizzing.

He was Monday expected to appear before Kampala Metropolitan Police on the directives of the Deputy Inspector General of Police, Maj. Gen. Muzeeyi Sabiiti and Commissioner for Family and Child Protect, CP Marion Kutusa.

However, he did not, citing ill-health.

To this, two officers were dispatched to his house in Kireka. They are Superintendent of Police Birungi attached to CFPU Jinja Road Police Division and a one Zainab an officer in charge CFPU at Kireka Police Station.

While there, he (Semuwemba) was interviewed on the alleged torture and kidnap, which he posed ignorance about. Also interviewed were the children. Whereas investigators say the kids did not confirm torture through their lips, their body language showed otherwise.

“They looked coached to say whatever they said,” a source privy to this details said.

Now, Senyonga’s family wants an interface with the children.

They say interacting with the children outside their father’s house could let the kids free to say the truth and with comfort.

This is expected to happen before the police at Kampala Metropolitan Police the coming week.
