A section of Jinja city residents are plotting to to storm the city streets and strip naked over what they refer to as illegal eviction from Departed Asian Custodian Board property located on Plot 21 Alice Muloki Road (formerly Scindia Road).
The angry locals say their displeasure follows a letter purportedly written by Dhakaba and Nkutu Company Advocates on instructions of one Haji Kafero Jamada calling on all occupants at the premises to vacate within a spell of one month.

Muyaki Shaban one of the affected resident told The Second Opinion that for over 50 years ever since the Asians left the county, the property has been in the hands of families of both late now Tabandika Abdu and Haji Nyende / Hajati Mwatumu Nyende whose children (now administrators) had set up businesses to help their families.
He said that shockingly, Haji Jamada wants them out.
Muyaki says the locals have now resorted to mobilizing massively to raid the Jinja city streets and strip naked should Government fail to intervene.
“We have massively mobilized Jinja city, women, men and young children to rise up on the 11th Feb 2023 and strip naked over fraudulent actions of grabbing property through illegal evictions,” Muyaki pointed out.
A copy of Haji Jamada’s letter which we have seen reads: We have been instructed by Haji Kafeero Jamada our client to notify as follows.
That our client is desirous of renovating the property on which you are a tenant and you are required to vacate the same on or by the 11th day of Feb 2023 to pave way for the aforesaid renovations.
The letter further revealed that auctioneers /court bailiffs M/s Kigulu Expres Auctioneers are under strict instructions to proceed with the eviction exercise in the event of non-compliance and area LC1 chairman is requested to render the necessary assistance to execute the eviction….
This media house exclusively landed on information that the said Jamada is green about the transactions and activities at Plot 21 Alice Muloki Road but information further discloses that a one Dr. Mohamed Allibhai, an Indian Musoga is behind the eviction after purported claims that he bought the property from Haji Jamada.
KATS advocates pokes holes in Dhakaba’s eviction letter
KATS Advocates’ response put it to Haji Jamada and Mohamed Allibhai that Nyende family for the last 51 years have been the occupants of the premises on Plot 21 Alice Muloki Road till now.
Hawa Nyende, a lecturer of computer science and Technology at Makerere University is the daughter of late Hajati Mwatumu Nyende. Together with her brother, Abubaker Nyende instructed Katende, Ssempebwa & Co. to take action on the fraudulent manner in which Haji Jamada and Allibhai tend to grab an estate which Nyende family administer:
Take exception to the contents of your said letter specifically our client contend as follows:
That their clients complied with all the terms of their occupancy and remain ready to meet any lawful obligations that may arise in the future.
Nyende’s lawyers also put it clear that Haji Jamada’s stand as a registered proprietor and alleged landlord is in dispute, his title having been called into question by the Departed Asian Property Custodian Board (DAPCB).
“In line with the aforementioned disputation raised by the DAPCB a criminal investigation is being conducted by the Uganda police force into this matter to establish the proprietor of the registration of your client vide GEF 08 /2022 at Jinja police station,” read parts of KATS lawyer’s letter to Dhakaba advocates.
On top of referring to the presidential directive and pronouncements on evictions 2021 of lawful bona fie occupants, the learned friends reminded their colleagues that evicting the occupants at Plot 21 Alice Muloki Road in Jinja city contravenes the security of tenure accruing to their clients who dispute the entire notice to vacate the premises.

Insecurity
Meanwhile, following the ongoing threats at the premises, several area residents have ganged up and called for the intervention of the Jinja RCC – Julius Nandinda.
In a letter that this media house saw copies given to the prime minister of Uganda and copied to minister for finance, minister for presidency and the minister for lands, the residents want the RCC to convene a meeting and invite Haji Jamada and other stakeholders including custodian board to iron out the matters before it goes out of hand.
“Some of us have been paying rent to Haji Jamada Kafeero through his agent Kagoda but no receipts given for a long time , even tenancy agreements are hidden, however we realized that Haji Jamada Kafeero doesn’t know anything about the said money collected,” said Mugabi Samuel one of the affected persons.
Efforts to talk to Jinja RCC Nandinda by press time failed as his known mobile phone numbers were not going through. However, a close source within his office told us that he received the letter from the locals and that he will soon convene a meeting.
Court Order
Meanwhile, the High court sitting in Jinja on 25th Jan 2023 before His Worship Waninda Fred K.B, the deputy registrar in the presence of Mr. Byamukama Gregory holding brief for Mugalula Patrick, counsel for the applicant in the presence of the applicants and absence of the respondents issued a month long (25th to 27th Feb 2023) temporary order stopping the respondents Jamada, Allibhai and commissioner lands registration from carrying any activity or eviction on the residents of Plot 21 Alice Muloki Road.
