The ministry of Gender Labour and social development says that the general assembly meeting that was called by the former prime minister of inzu Amb. Walimbwa Peke in Mbale is illegal and contradicts the matters of Bugisu cultural institution.
On 16th August 2025 Amb. Walimbwa Peke issued a notice in the media calling for a general assembly on 30th August 2025 that it is in accordance with the constitution of Inzu Ya Bamasaba cultural leadership.
“In accordance with articles 5 , 4 C iii) and 8 , 1 of the constitution of Inzu Ya Masaba this is to notify members of the general assembly to attend a special GA meeting on 30th August 2025 starting at 10;00am. The venue and agenda will be communicated in due course; this notice takes effect from 16th August 2025” Amb. Walimbwa Charles Peke, Secretary General, read parts of the notice in the media that hit viral network waves.
Accordingly, Walimbwa by press time was busy coordinating virtual meetings with stakeholders of his break away faction to organise the meeting in Bugisu.
However, the ministry of Gender, Labour and social Development said that Walimbwa’s meeting is illegal and contradicts with the existing Bugisu cultural institution.

According to the minister Betty Amongi revealed that the Walimbwa meeting is illegal and in bad faith which is not recognised by the line ministry because all powers to guide and call for the General assembly are in the hands of the Umukuka Jude Mike Mudoma and in this case, he was not consulted to okay the meeting.
“Their meeting is illegal and the outcome could not be accepted by the ministry, what they need to do is go back and reconcile with the current Umukuka and build the institution with the fellow Bagisu” Amongi said.
However, speaking to Umukuka Mike Jude Mudoma said that
“I’m aware of the desperate attempts by the disgruntled group, known as the 5Ws (Walimbwas, Washaki, Wamimbi, Wedaira, Wabuya), to discredit my leadership. These individuals were relieved of their duties within the Umukuuka wa Bugisu Institution due to their incompetence, corruption, divisiveness, and disloyalty”.
Despite being a spent force without a mandate, they continue to spread hate speech and extremism, falsely claiming that my term of office is ending in October. I assure you that I remain firmly in charge and on the throne, unwavering in my commitment to our institution and community.
Their actions will not deter me from fulfilling my duties and responsibilities. I will continue to lead with integrity, transparency, and accountability, ensuring the well-being and prosperity of our people” Jude Mike Mudoma stated.

Efforts to talk to Amba. Walimbwa Peke by press time failed as he could not pick our endless numerous cellular calls, however Masaka RCC Ahamed Washaki a member of the referred 5Ws told the Second Opinion Publications that preparations are underway to have the meeting take place .
“Am in Masaka organising to go to Mbale but preparations are in high gear to have the meeting take place though I am not sure of the venue” Washaki sounded on phone.
The Walimbwa faction petitioned the Minister of Gender, Labour, and Social Development to revoke Jude Mike Mudoma’s official status as the Umukhukha.
The petition, spearheaded by Omar Njovu a Gisu of Kenyan origin and signed by ten former members of the Cultural and Governing Council of Inzu ya Masaba, calls for Mudoma’s de-gazettement.
The petitioners accuse him of establishing an alien institution within their recognized cultural framework.
“As custodians of Inzu ya Masaba, we are firmly convinced that Mr. Mudoma and his team of unauthorized officials have hijacked the gazetted Inzu ya Masaba,” the petition read in parts.
The undersigned emphasize that they are duly elected and approved custodians, registered with the Ministry.
The petition further alleges that Mudoma has imposed his own institution, referred to as the Institution of Uwegoolosi Umukhukha III we Bamasaba, as reflected in his official documents. According to the petitioners, this institution is fundamentally different from Inzu ya Masaba.
“We therefore strongly request that you withdraw your gazetting…so that the Bamasaba can regain control of their cultural institution and run it in accordance with its constitution as was during the reign of the first two bakuuka,” the petitioners add.
