Namuganza Declares Speakership Bid a ‘National Duty’ to Restore Parliament’s Dignity

Persis Namuganza

Bukono County MP-elect, Hon. Persis Namuganza, has declared her bid for the Speakership of the 12th Parliament a “national duty” aimed at restoring dignity, integrity, and public trust in Uganda’s legislature.

In a statement marking the start of a 30-day period of reflection and engagement, Namuganza said her ambition is driven by the need to rebuild Parliament’s image, which she noted has in recent years been tainted by allegations of corruption, misuse of public funds, opaque appointments, and growing concerns over leadership conduct.

“This Speakership race is not a personal fight for positions, it is a national duty to reclaim our dignity,” Namuganza said.

She outlined a vision of a reformed Parliament anchored on transparency, merit-based appointments, inclusivity, and respect for all Members of Parliament regardless of political affiliation or region. She also called for firm action against corruption and a more disciplined approach to the exercise of power.

Drawing lessons from other democracies, Namuganza cited examples of parliamentary leadership in South Africa, Ghana, and the United Kingdom, saying Uganda can build a legislature that commands both national confidence and international respect.

Namuganza further linked her bid to the ideals of Uganda’s liberation struggle, noting that the sacrifices made under President Yoweri Museveni were intended to build a sovereign and accountable state.

“We cannot sit idly while a small circle of individuals risks wasting that hard-won legacy,” she said.

Despite her emphasis on national interest, Namuganza’s bid enters a politically charged environment within the ruling National Resistance Movement (NRM).
