The Attorney General Kiryowa Kiwanuka is likely to be dragged to court over the Custodian propertywhere he allegedly abused his office and obtained irregular consent for the repossession of Plot 1, De Winton Road, Kampala.
Through their lawyers of Higenyi, Ngugo and Wadamba Advocates, Adam Bilal Mbuubi and Mwokya Paul wrote an intention to sue letter to the Attorney General accusing him of misadvising the Minister of Finance, Planning and Economic Development regarding the Departed expatriated Asians Property and his subsequent participation and consent in proceedings relating to the property in question.

“Take note that our clients intend to institute civil proceedings against your office and the government of Uganda arising from your advisory notice to the Minister of Finance, Planning and Economic Development regarding the Departed expatriated Asian’s property and your subsequent participation and consent in proceedings relating to plot 1, De Winton Road Kampala, the letter reads.
The letter also emphasized that records and reports in possession of government, including internal memoranda and Compensation schedules indicate that compensation was already made and repossession of the said property is marred with irregularities and effective documentations.
It is also on record that the said proprietors or beneficiaries of the said property was fully compensated through arrangements involving the British High Commission, government of India but the Attorney failed to advise government and instead consented repossession of the said property.

Records and reports in possession of government, including internal memorands and Compensation schedules indicate that compensation was already made and repossession of the said property is marred with irregularities and effective documentations, reads the letter.
The Attorney General has faced significant political and legal friction regarding the Departed Asian’s Property Custodian Board (DAPCB). The core controversy stems from Parliament and anti-corruption units pushing for the repossession or return of properties.
However, speaking to the lawyers of Adam Bilal Mbuubi and Mwokya Paul told us that one Mumtaz Kassam a known alleged grabber of custodian properties in Kampala and the executive secretary of Custodian board Bizibu George William are culpable in the matter accused of connivance to defraud Government.
Reports reveal that city lawyer Mumtaz Kassam of Mumtaz & Co. Advocates allegedly falsified documents and threw the NRM historical lady Omuzana Nakajubi Sophie who had earlier occupied the property , Nakajubi who is now languishing on streets of Kampala had written to president Museveni on accusation of illegal eviction based on fraudulent documents over the same property on plot 1 Dewinton Road Kampala.
