Jacob Oulanyah, the deputy speaker of parliament is not a happy man; we have exclusively established.

Our sources suggested that the man from Omoro is currently sad and blue after his boss turning him into an ‘iddle’ icon of sorts in government.

Apparently, Oulanyah is grumbling that whereas he was also elected as deputy speaker, his boss Rt.hon Rebecca Kadaga has not given him chance to chair any sessions during this COVID-19 period.

“He’s not a happy man. He keeps at his home waiting for assignment from his boss but nothing comes out. Every time his phone rings, he thinks Kadaga is calling to give him some work, but nothing like that which comes. He cannot force his way into the Chambers. It must be the speaker to order him” a source said.

We are told Oulanyah has since lessened on his frequency at his office and decided to chill at his home.

That; he at first tried to avail himself at office thinking his boss would give him work only to live parliament shaking his head in total disbelief.

“When you see him turn to riding; he’s trying to prove a point to his boss that he has no work. He wants to work but there are no assignment. This is why he has decided to opt for simple life to deal with stress associated with quarantine and non-work” sources said.

Oulanyah’s woes are likely to increase after he decided to go against the directives of his boss not to surrender the Shs20m COVID-19 Cash.

The deputy speaker a few days ago handed his cash to his district taskforce something which rattled colleagues in parliament accusing him of failure to stand with his boss with whom they are the chief spokespersons of parliament.

Upon surrendering it, he stormed parliament in style by riding on a big motor bike attracting the attention of many.

As it turned out, he is now facing a comical censure over alleged betrayal. Oulanyah and Kadaga have never ridden a smooth boat together since their election to those respective offices.

Their feud is as a result of Oulanyah’s attempt to oust Kadaga in 2016 and Kadaga in retaliation, sponsored MP Mohammed Nsereko for the post of deputy speaker although Oulanyah finally triumphed after Museveni intervention.

Kadaga now wants another term as speaker putting Oulanyah in a tricky situation again.
