Bad News As Kadaga Shocks M7 Again

Former speaker of Parliament Rebecca Kadaga has once again sent a terrible political message to the president after defeating his perceived candidate for EALA.

This online understands that when the NRM caucus was yesterday summoned to elect the NRM flag bearer to replace fallen MP Mathias Kasamba at the regional assembly-EALA, the group loyal to speaker Jacob Oulanyah hurried to claim that the president’s candidate was NRM Buganda region chairman Godfrey Kiwanda.

As such, all anti Kadaga forces went back to the trenches wanting to deal a final blow to the lady from Kamuli who is now the minister for EAC and first deputy premier.

This news was hurriedly relayed to Kadaga who had given a lesser attention to the elections.

We are informed that upon hearing that her nemeses were rooting for Kiwanda, she threw the spanner into the works and immediately started coordinating her group in parliament wanting to prove that she still controls parliament even when she is no longer the speaker.

“Last time I postponed my birthday because I was fought out of my seat. This time round I am ready to celebrate it after defeating that man (Oulanyah). If he thinks he has support, I want to prove to him that I am at a different level. His man (Kiwanda) must fail by all means” Kadaga reportedly vowed.

Interestingly, to prove that she had initially paid less interest to the race, Kadaga camp had no candidate among all contestants. When it was clear that Museveni and Oulanyah group were rooting for Kiwanda, she had no option but to rally behind James Kakooza.

We are told that Kakooza much as he never supported Kadaga during her time as speaker, he never engaged in any machinations to antagonize her.

“Even when other MPs who lost started fighting Kadaga, Kakooza kept quiet. He didn’t come out openly to decompaign her. This is why she decided that her camp roots for Kakooza. Her main issue was on defeating Kiwanda and his man Oulanyah” sources revealed.

It was stated that for Kadaga to get fully charged, her camp reasoned that since she’s now the minister for EAC, sending Kiwanda to EALA was the greatest mistake she would allow because he was going to take intrigue there and try to undermine her. 

“This is why Kiwanda couldn’t survive. To make matters worse, his man Oulanyah wasn’t there to help him. He lost badly and this was a message to Museveni that Kadaga still controls parliament” the sources said.

In the NRM caucus elections, Kiwanda got 85 votes against Kakooza’s 93 votes. Kadaga camp immediately jubilated and planned to celebrate her belated birthday.

Kiwanda in 2016 coordinated the Oulanyah group that sought to dislodge Kadaga from speakership.

He remained with Oulanyah even recently when campaigns for speakership started in NRM CEC.Kiwanda eventually got to cabinet position which all those who campaigned for Kadaga including Rose Seninde, Benny Namugwanya among others were also appointed.

As for Kakooza, he served in the Parliamentary commission with Kadaga as a chair. Initially in 2011, the duo partied ways as Kakooza proved to be a pro-Mbabazi man. However, 10years down the road, Kakooza reformed and secured Kadaga backing for EALA.


ENTER ADOLF MWESIGE
The EALA loss allegedly by Oulanyah group comes after another tactical loss occassioned on him by the president himself.

Apparently, Museveni following the Kadaga debacle which gave him sleepless nights, he decided that parliament was one place he didn’t want anyone to create what was termed as ‘another chiefdom’ given the heavy budget it has.

We are told the experience he got with Kadaga as speaker showed that he needed to have someone well trusted to control the huge budget which goes to the house.Sources said that by appointing Adolf as clerk to parliament, it was a tactical move to reduce on the powers of the speaker in terms of financial management and administration.

“When Kadaga was there, she was almost the PS of the house. She decided everything and the clerk was powerless. This is why he brought Adolf who himself is a senior leader in the party and cannot be bulldozed” the sources said.

It was also added that now that Museveni is planning to bring some hot bills in parliament including the proposal to scrap some land tenure systems, he needed a clerk with legal background who can fully advise the speaker on how to navigate some of those issues.

“Adolf will be the defacto speaker. He will sit and draft legal advice which the speaker will only follow to the latter” the sources opined. Adolf is remembered for having been pivotal in giving legal advice which government relied on during the days of Amama Mbabazi as security minister and prime minister. He is the man who together with Peter Nyombi, Hope Mwesigye sat and drafted a minority report with saved Amama Mbabazi from the Temangalo gallows. The report was later given to MPs Stephen Tashobya, Rose Munyira, Tress Bucyanayandi, James Kakooza and Perez Ahabwe to simply read on the floor.
