The suspect, Julius Kembe reportedly tried to steal a car at the National Council for Curriculum Development Center when his luck ran out.
The car, a Toyota Allex registration number UBD 196V was parked as its owner went about his business when Kembe approached it.
Kampala Metropolitan Police Spokesman, Patrick Onyango confirmed arrest of Kembe.
Kembe is currently being detained at Kyambogo University Police on charges of stealing a motor vehicle.
