Three Christian believers from Busoga Diocese Muguluka Archdeconry Church of Uganda, have petitioned the ArchBishop of Church of Uganda Dr. Rev. Samuel Stephen Mugalu Kazimba citing unfairness , injustice , immorality and the failed family of the nominated men of God.
The disputed men of God include Rev.Canon Joseph Kintu and Rev.Canon.Mathias Katiko who were shortlisted out of the nine applicants or candidates .
In a letter dated July 22, 2025, addressed to the Archbishop of Church of Uganda Dr. Samuel Stephen Mugalu Kazimba, the disgruntled christians led by Fred Muwaya , James Kaluno and Daniel Kipanda explained in their petition that :
“We have learnt that the nominations committee met on Friday 18th July 2025 to consider applicants for the position of Bishop and out of 9 only two candidates were selected .
They have recommended Reverend Canon Joseph Kintu and Reverend Canon Mathias Katiko as the best two candidates for onward submission to the Chairperson, house of bishops for final decision of who becomes the bishop. We the undersigned, write for and on behalf of the concerned Christians of Busoga Diocese regarding their candidature.
‘ We heartily express our pain through this petition because we live, work and fellowship in various churches of Busoga diocese. We very well know these two candidates as unable to become bishops.
‘ In fact we are still in shock that they were considered the best from the 9 applicants when we actually know them as the worst candidates.This petition is brought to the archbishop in accordance with article 9©and articles 13(1) of the church of Uganda constitution, provincial constitution 1972 as the amended in 1994 and 2016 and the church of Uganda provincial canons 1997 reviewed 2018 canon 3.7.5(b) i-vii
They continued that:
” Our petition is premised on four grounds including unfairness and Injustice Occasioned On The Rev. Can. Professor Grace Lubaale: He (Grace Lubaale) was not considered in that meeting on the pretext that his names are different on various documents, a position we find unfair. From our side we see no problem except malice, sabotage, unfairness, and corruption.(a). National Documents: We see that his National ID, Passport, Driving Permit and Birth Certificate all indicate Lubaale Grace which is consistent with his identity.(b). Academic Documents: We see that they are consistent with Lubaale Grace throughout from UCE, UACE, Bachelor’s degree of Makerere University, Master’s Degree of Uganda Martyrs University, Master’s Degree of Theology of Uganda Christian University and Ph.D from Uganda Martyrs University.(c). Ordination Documents.
“We see that his ordination certificates to deacon, priest and cannon are consistent with Lubaale Grace.(d). Church Documents-we see that his baptism card and confirmation card has Grace Joseph Painento Lubaale which is normal when we are young. Parents give us many names. When he grew up and went to school, he chose to use Lubaale Grace which is consistent throughout.
‘His marriage certificate has Grace Mwesigwa Lubaale which is small and normally that cannot stop a person from being considered since his marriage life and family is known to us. (e).
‘Affidavit 2025-he went ahead and swore an affidavit in respect of his names here with attached and gave it to the Chancellor through his whatsapp number +256 701 876292 on 10th of July 2025.
‘ Now we wonder how could the Chancellor then chair a meeting and eliminate him through such an insignificant presupposed normally which was corrected with a legal instrument within the laws of Uganda?(f).
‘ In conclusion , based on the above the submissions of unfair elimination of Rev. Can. Professor Grace Lubaale from the process on technicalities which are minor yet the Supreme Court of Uganda has already ruled that technicalities should not be used to deny justice. The outcome of such a process becomes unfair, unjust, and not representative enough of the mind/population looking forward to receiving the fourth Bishop hence the need to quash the process.
‘ Our prayer is that the process be set aside, and ordered to repeat it with inclusion of Rev. Can. Professor Grace Lubaale.
‘The meeting took place on the night of Friday from 8:00Pm till 2:00am on Saturday 19th of July 2025. There was no crisis to warrant such a meeting and this caused fear, tension in the process of deliberations and provided room for impunity and corruption. The unfair time of deliberations in the night makes the process unfair. The outcome of such a process becomes unfair, unjust, and not representative enough of the mind/population looking forward to receiving the fourth Bishop hence the need to quash the process.
‘ Our prayer is that the process be set aside, and a repeat be ordered in the normal working hours, ” the petitioners raise their concerns.’
Petitioners concern about the nominated Bishops
They allege Rev. Can. Joseph Kintu produced a Kid outside the wedlock with Midrinw Ndikimwiza who works at Busoga College Mwiri. He is also accused of having Sexual affairs with Rev. Barbra Mugaba who is married to Mr.Mugaba and that due to this she was transferred from Mutai parish Muguluka Archdeaconry to St. Joseph Kyamagwa parish Jinja Archdeaconry. He fraudulently exhausted money from various headmasters, teachers, lay Leaders and ordinands in lure of transferring them to better schools, promotions to headship, those to go to theological colleges and other favours given that he is the Diocesan Education coordinator and chaplain to the Bishop.
It is also alleged that the current head teacher of Kamuli Boys (Mr. James Kisira paid him close to 40m to be given the school.The current head teacher of Mwiri primary school (Mr.Mwanga Ronald) paid money close to 50m to be given the school.
On accountability issues , the christians claim that while Diocesan Education Coordinator, there is overwhelming evidence of no accountability to the school foundation dues . They claim most of the time the money goes to his personal account.
They say given such a bad history, in their considered view Rev. Can. Joseph Kintu is blameful of the impunity done on women, headmasters, teachers, lay readers and ordinands, his wife and producing children outside the wedlock. They argue that the above conduct doesn’t make him fit to be considered for the position of Bishop.
On the side of Rev. Can. Matthias Katik, the petitioners say he is 59 years without a child and that he just married four years ago. In view of Titus 1:5-9 which explains the qualities and qualification of a Bishop, he greatly falls short. His family and marriage is not exemplary. He has no children yet Titus 1:6 states that A bishop should be a man whose children are believers and not wild and disobedient. Such a lacking family and having been a leader who ignored family makes him unfit to be a bishop.
They argue that lack of a family structure in the current state makes him unfit to be considered for the position of Bishop.
“Our prayer is that his name Rev. Can. Mathias Katiko should not appear in the house of Bishops for consideration before his family is a role model.Overall: The above indicates overwhelming evidence of unfairness, and injustice put on Rev. Can. Professor Grace Lubaale, exposes the immorality of Rev. Canon Joseph Kintu and the failed family life of Rev. Canon. Mathias Katiko. The process by the nomination committee that led to their recommendation be quashed, set aside and repeat of the exercise be ordered. The name of Rev. Canon Joseph Kintu should permanently never come to the house of the bishop because of his immorality.
Note that On 04th September 2025, the bishop of busoga diocese will be ordining 15 ordinands from Namugongo and uganda Christian university, who joined theological colleges this year.
The petitioners say those who are going to be ordained allegedly paid money to be considered for scholarships in theological colleges and to make matters worse ,some are rumoured to be concubines, and they fear to hand over offices when they are unordained. Among those to be priested this very include Sarah Mirembe is alleged to be pregnant for Rev Canon Joseph Kintu, and she is from Kyando Archdeaconry.

CANDIDATES NOMINATED FOR CONSIDERATION FOR ELECTION AS BISHOP OF BUSOGA DIOCESE
BY THE NOMINATIONS COMMITTEE OF BUSOGA DIOCESE
Greetings and Praise the Lord.
We have learnt that the nominations committee met on Friday 18 th July 2025 to consider applicants
for the position of Bishop and out of 9 candidates, they have recommended the Reverend Canon
Joseph Kintu and Reverend Canon Mathias Katiko as the best two candidates for onward
submission to you the Chairperson, house of bishops for final decision of who becomes the bishop.
We the undersigned, write for and on behalf of the concerned Christians of Busoga Diocese
regarding the above subject. We heartily express our pain through this petition because we live,
work and fellowship in various churches of Busoga diocese. We very well know these two candidates
as unable to become bishops. In fact we are still in shock that they were considered the best from
the 9 when we actually know them as the worst candidates.
This petition is brought to the archbishop in accordance with article 9©and articles 13(1) of the

(b). Sexual affairs
with (names of the woman) ………Rev. BARBRA MUGABA …………………who is a
married to Mr MUGABA and due to this she was transferred from Mutai parish Muguluka
Archdeaconry to St. Joseph Kyamagwa parish Jinja Archdeaconry.
(c). He fraudulently exhausted money from various headmasters, teachers, lay readers and

Appointing Elders Who Love What Is Good
5 The reason I left you in Crete was that you might put in order what was left unfinished and
appoint [a] elders in every town, as I directed you. 6 An elder must be blameless, faithful to his
wife, a man whose children believe [b] and are not open to the charge of being wild and
disobedient. 7 Since an overseer manages God’s household, he must be blameless—not
overbearing, not quick-tempered, not given to drunkenness, not violent, not pursuing
dishonest gain. 8 Rather, he must be hospitable, one who loves what is good, who is self-
controlled, upright, holy and disciplined. 9 He must hold firmly to the trustworthy message as
it has been taught, so that he can encourage others by sound doctrine and refute those who
oppose it.
It is our considered view that Rev. Can. Joseph Kintu is short of the above as evidenced
above.
-He is blameful of the impunity done on women, headmasters, teachers, lay readers and
ordinands, his wife and producing children out of wedlock.
-He pursues dishonest gains at the cost of the church, violent, not hospital and lacks self-
control, humility and discipline.
-He is unable to hold firmly unto God’s word, refute heresy and build the Christians because
he is weak as seen above.
(f). Conclusion: The above conduct doesn’t make him fit to be considered for the position of
Bishop.
(g). Prayer:
(i) The meeting of 18 th July 2025 that recommended the Rev. Canon. Joseph Kintu to the
House of Bishops be quashed and a repeat of the process be ordered.
(ii) The House of Bishops orders that his name the Rev. Can. Joseph Kintu should never
appear again in the House of Bishops for consideration permanently
