Entebbe Division ‘A’ Mayoral Hopeful Outlines His Manifesto Plan Ahead of NRM Party Primaries

Ahead of the National Resistance Movement (NRM) party primaries for Division mayors slated for August 14, 2025, the Entebbe Division ‘A’ Mayoral aspirant Richard Wamala Lule, has outlined his Manifesto plan once elected in office.  Key on his agenda is to strengthen and support public schools, improve access to quality healthcare, help vulnerable groups, advocate for safer and more secure workplaces on top of promoting skills development and community empowerment programs or initiatives. During an exclusive interview with this writer , mayoral hopeful Richard Wamala Lule explained to us the areas he intends to focus on once he is elected LC3 chairperson for  Entebbe Division ‘A’.

Regarding education : ” I will ensure I monitor all the UPE schools within Entebbe Division ‘A’ to ensure they deliver to their expectations. As a product of UPE , I will ensure the school fees that are being charged in these government schools is slashed to an affordable rate such that all our learners access education, ” Mayoral hopeful Wamala said.

‘ I’m very sure the government pays teachers a monthly salary and also provides some money to the headteacher to run the school every term. However,through the Parent Teachers Association (PTA) , these schools charge pupils school fees which is much.  

‘ I have discovered the school fees they collect from learners only benefit some few PTA members while others never get even a single penny. So, when I assume office all these will end and I will conduct maximum supervision in all government schools to ensure no further extortion of money from parents, ” Mr.Richard Wamala said.’

On helping elderly persons : “. I have been helping the elderly persons through my agency Wamala Cares, and I pledge to scale up this support such that a big number of elderly people can benefit from such initiatives. To achieve this, I ntend to create income avenues that can enable the elderly persons earn a livelihood through government programs like the emyooga scheme.

Helping disabled persons and orphans : ” I will ensure the disabled persons and orphans are not left behind  in government wealth creation programs. I remember when I was Division ‘A’ LC5 councilor at Wakiso district , I made sure all the orphanages were registered and entered into the government database. So, when I assume office, I will ensure these categories are helped .

On the health sector: ” I have realized most government health centers receive enough drugs but these drugs never reach the patients because of lack of supervision in these health centers.  Because of this, some people opt to seek medical services in Military hospitals like Nsamizi and Katabi military hospitals . These military health facilities are doing well because of good supervision and that is why drugs are available to patients. 

‘ So, when I assume office I will ensure that all government health facilities serve to their best without any excuses by ensuring patients have access to essential healthcare, ” Mayoral hopeful Wamala pledged.

On skilling the youths: ” Apparently I do skill the youths through my Organization-Wamala care and I  equip them with digital skills .I believe this is not enough hence we need to establish a mega skilling center.

” In the previous term when I was LC5 Councilor at Wakiso district, we passed a resolution to surrender some land at Guda forest reserve to construct a youth industrial hub but unfortunately when I left office in 2021 the project stalled or perhaps died a natural death. Our successors did not push on the project yet the president had already given us land at Guda forest reserve.

” Therefore, when I return to office , I will resurrect this program so that many youths can benefit from it and this would drastically reduce unemployment among the youth.

‘ I also plan to turn the old Division ‘A’ building facility into  a youth skilling center . I hope this would help the youths get the necessary vocational skills most especially students whose parents can’t afford university tuition fees.

‘ I have tried this through my agency Wamala Cares to reskill the youth but unfortunately the enrollment is not enough because of inadequate equipment. Therefore, when I assume office, I will lobby for a big skilling center that can equip more than 200 students with computer skills at a zero cost, ‘ Mayoral hopeful Richard Wamala stated.’

Monitoring government wealth creation programs: ” When I assume office I will make sure I supervise the implementation of government programs like emyooga, PDM among others. I have experience in supervising these programs . When I was the Chairperson for Gender , Labor and community development committee at Wakiso district, I would supervise 27 sub-counties and four Municipalities including Entebbe Municipality. So , supervising government programs in Entebbe Division ‘A’  to me it’s as simple as eating matooke.

Reducing teenage pregnancy: ” The issue of teenage mothers is a serious one. Since 2017, I have been supporting these underprivileged mothers by skilling them through the face of Entebbe. So once elected in office, I intend to scale up this program by skilling more teenage mothers, ” Mayoral hopeful Wamala pledged to support teenage mothers.’

Concerning the impending party primaries:” I’m very sure I will win the race but in case I lose elections, then I will have to back the elected party flag bearer because I respect my party constitution . For your information, NRM is a mass party and the party is bigger than me . So, if I don’t get the party ticket, I won’t go ahead to stand on an independent ticket. All these said, I’m optimistic I will win the party primaries, ” Mr. Wamala expressed his optimism.’

Fact profile about mayoral hopeful Wamala

He was born and raised  in Virus Village in Entebbe Division ‘A’ . He  attended Kiwafu Primary School, Marine Base Army Primary School, and later completed his secondary education at Entebbe Parents Secondary School. He did his higher education at Buganda Royal Institute, later joined Nkumba University, Alison institute  (Legal Studies), Mayo Medical School (USA), and the University of Buckingham.

Professionally, he is a humanitarian, teacher, and computer scientist. He has served as the Head of ICT at Pearl of Africa Cambridge International School in Entebbe for 8 years. Currently, he is the Principal of HEDEF Islamic Institute, which operates over six branches across Uganda, with its head office in Entebbe Division A.

He is also the founder of Wamala Cares and Face of Entebbe, organizations that have been supporting the elderly, children, vulnerable individuals, and underprivileged pregnant women since 2017.

 In recognition for his hard work, he was nominated in the 2020 Starqt Awards (South Africa) under the Remarkable Male Youth – Unsung Heroes category, and in 2024, he was honored with the Africa Humanitarian Award Icon in Nigeria.

Through his Wamala Cares agency,  he operates a computer school that  equips the youth and community members with essential digital skills free of charge.

He began his political  journey as a Youth Leader, then as a District Councilor for Division A, and later as Chairperson of Gender, Labour, and Community Development Committee at Wakiso District.
