After a long week in silence, the Entebbe Municipality mayor Fabrice Brad Rulinda, has spoken out on the conduct of the just concluded mayoral party primaries held on July 24, 2025.
Mayoral winner , Fabrice Brad Rulinda,who won with a landslide victory, expressed his heartfelt thanks to the people of Entebbe for voting him overwhelmingly which saw him win with 70 % adding that this is a clear indication that he is serving the electorate to their satisfaction.
In his maiden message after winning the mayoral party primaries, Mr. Fabrice Rulinda explained that :
” As we all know, following the parliamentary NRM primaries, the NRM secretariat implemented several other measures that further streamlined the election process leading to an even more transparent and democratic election on 24
th July 2025 in Entebbe. These improvements were widely witnessed and commended by the public and every village in Entebbe Municipality was satisfied with the conduct and the outcome of the NRM primaries.
‘The NRM register in Entebbe Municipality was highly respected and strictly followed which prevented one candidate from bringing in a group of kifeesi
from Kampala to sneak in unregistered voters. This candidate also intended to use the group to disrupt the election and intimidate voters and his plans were
unsuccessful because the security forces on ground were alert and well prepared to ensure a smooth and orderly process, “Mayor Fabrice Rulinda stated.
” On 25th July 2025 at 7:34am I received a message from one of the mayoral losers in the party primaries, Kashillingi Habib congratulating me upon my victory to which and me too thanked him for his ideology and he pledged to work with me in fostering
the growth of Entebbe Municipality. However, it is unfortunate that this same candidate has now embarked on a mudsling campaign to discredit the successful NRM primaries in Entebbe held on July 24, 2025, ” Mayor Fabrice Rulinda expressed his displeasure.
‘ In our interactions, this candidate even humorously wondered why he got no votes at many polling stations and therefore his conduct is deceitful and two-faced.
Candidate Habib’s misinformed assertions that I got 400 votes in Nakasamba zone which has 200 registered voters is proof that he is mocking the NRM members and secretariate that have put in so much work in this process
because the NRM register that is duly availed to all members of the NRM shows that Nakasamba zone has 555 members and the total votes cast on July 24, 2025 in Nakasamba zone were 445.
Mayor Fabrice Rulinda continued that:
‘ With regard to the allegation of drones ferrying voters at Kakeeka, the advancement of technology in this digital era has helped defend so many positions and opinions in today’s world, it would have been extremely helpful if the assertions of drones ferrying people were supported by some evidence
that would identify the owners of the drones and their contractor because some of voters were indeed intimidated by the candidate who ferried kifeesi groups from Kampala to disrupt the election process.
‘ Needless to mention, I believe that it’s unlikely that two drones would drop off people at Kakeeka which got only 45 voters and the people don’t raise an alarm unless the 12 voters that Habib and Mutebi got jointly were also dropped off in
one of the alleged drones.

Regarding threats and violence , Mayor Fabrice Rulinda explained that:” It is unfortunate that Kabwama Mutebi has continuously and openly threatened violence and indeed attempted to instigate violence on July 24,2025.
‘ I thank the people of Entebbe that have distanced themselves from ill
intentioned tribal politics which even His Excellency has continuously preached
against. The people have decided to choose leadership that walks the talk and delivers the services owed to them, ” Mayor Fabrice Rulinda thanked locals .
‘ I do urge the security forces to look into these threats because in most cases some politicians make certain statements to instill fear but a politician that goes ahead to execute the institution of violence is one our security forces
should take action on to protect lives and property.
” It is the duty of every leader to ensure safety of the lives of their people and anyone who fronts personal interests before safety of the people is working
against the people, ” Mayor Fabrice Rulinda stressed .
” In conclusion , I congratulate the people of Entebbe Municipality on the successful primaries and I also thank the Chairperson of the NRM for the guidance that brought a successful election. Lastly, I humbly welcome His Excellency’s
letter congratulating the members of the NRM on account of conducting peaceful and
fraud free primaries for Local Government.’
