The Inspector General of Government (IGG) Betty Kamya Turwomwe is in trouble after a section of people misled her to contradict herself on matters of the on-going saga in the Federation of Motor Sports Clubs (FMU) management.

On 21 November 2024 the IGG Betty Kamya Turwomwe wrote a 2 paged letter to Dr. Ogwel Benard Patrick the General Secretary of National Council of Sports (NCS) quashing the legality of the newly elected management of FMU headed by MP Jimmy Akena as president.
She also ordered the PSST (ministry of Finance ) not to release funds for FMU until her order is vacated.
According to Betty Kamya, her directives were based on matters of a court decision.
“It has been brought to our attention that on 27th September 2024, you wrote to the president FMU clearing the Federation to organise activities for quarter 2 of the financial year 2024, be informed that while the court decision of 8th July 2024 remains unchallenged it bars you to deal with the current leadership of FMU and it tantamount to contempt of court,” IGG Betty Kamya wrote to Dr. Ogwel Benard Patrick the General Secretary of National Council for Sports (NCS).
She went ahead and stated that further in accordance with article 230(2) of the constitution of the Republic of Uganda, NCS as the regulator of FMU had to ensure that the federation gets proper leadership before Government funds are released.
However, the same IGG Betty Kamya on 26 November 2024 wrote a dossier to Kabega, Bogezi and Bukenya Advocates distancing herself from taking a decision on matters that were in court .
“While as we wrote to the NCS forwarding the court ruling and issued orders to freeze all FMU bank accounts until the leadership impasse is resolved this is to inform you that the Inspectorate of Government (IGG) under section 18 of the IGG act cap 32 is barred from investigating any decision of any court of law ….further be informed that the IGG has no basis to execute court orders arising from matters where she was not party,” The IGG Betty Kamya stated as she allegedly swallowed her own vomit in the FMU leadership scandal.
She went ahead and advised to follow the due process in court and other fora to ensure that the decree arising from the ruling issued on 8th July 2024 is legally enforced.
Sources from the IGG’s office and that of the Attorney General told The Second Opinion Publications that Betty Kamya was misled to stab her back and later ate her own vomit.
“You write about a court decision but off topic at the same time, the court ruling talks about a different thing and your orders are based on personal interests then later deny that you have no powers to mingle in a court decision yet your initial directives are far from the court ruling that you refer to,” the source intimated to us.
It is believed that at the forefront of this saga a heavily indebted one Jack Wavamuno who has lost most properties to lenders and his brother a former convict Johnson Kamya Wavamuno who have interest in FMU and fighting the leadership of MP Jimmy Akena are reportedly taking advantage of their family known ties with the IGG Betty Kamya to mislead her into the FMU matters.
The source at Jubilee house where the IGG sits revealed that the two have for a long time been seen frequenting the IGG’s off to plead for help.
They add that the two together with Geofrey Nsamba who went to court opposing the new legitimate leadership of MP Jimmy Akena are behind causing the scandals at FMU.


Genesis
In 2023 Government asked the federations of sports to comply with the new sports act 2023.
Same year December 19th FMU called for an Extra ordinary general assembly that was to be held on 3rd January 2024.
According to the FMU club president Jimmy Akena said that the agenda of the 3rd January Extra Ordinary meeting was to have compliance of the FMU constitution to the National Sports Act 2023, constitutional review working group, FMU legal and disciplinary commission among others.
However, Nsamba Geofrey a former rally driver and a member of one of the constituent clubs Uganda Motorsports Marshals rushed to court seeking for an injunction to stop the 3rd January 2024 meeting which Faisal Mularira the court assistant Registrar temporarily gave him.
Wavamuno’s Club, Vintage Car Club has not been paying FMU subscription fees while Nsamba Geoffrey who went to court, his club, Uganda Motorsport Martial Club has not brought him as a general assembly delegate for the last two years, went ahead and sued in the main suit the Federation of Uganda Motorsports club (FMU) , the Registered Trustees of FMU who included Jack Wavamuno, Mac Dusaman Kabega, and David Bitalo others were Dusma Okee, George Kagumu (Sic)T/A (Senate) , Babulal Davesh and Irene Blick Aretha who were the executive committee members.
The matters were before Hon. Justice Dr.Douglas Karekona Singiza whose verdict came in July 2024 against the submissions made in January 2024.
The learned judge never contested the leadership of FMU under stewardship of MP Jimmy Akena but Justice Douglas Karekona Singiza concentrated much on the Extraordinary meetings which had to do with amending the constitution.
The current leadership of MP Jimmy Akena came into power in May 2024 and therefore could not be subject to the ruling.
While FMU submitted an appeal on some parts of the Singiza ruling, the IGG without interpreting the ruling went ahead and wrote a letter quashing the elective Jimmy Akena leadership and freezing all the FMU accounts after the National Council for Sports acknowledged and confirmed the Akena team.

Reports from the National council of sports (NCS) intimated to this media house that when Nsamba Geofrey slapped a temporary injunction on the activities of FMU for the 3rd January 2024 before the main suit could be exposed off, all the 16 motor sports clubs gained their powers at their club chairpersons according to the constitution.
By law the clubs had powers to reorganise themselves at club levels, call meetings and resolve to elect the new leadership. A source from NCS pointed out.
In May 2024 out of 16 clubs 14 attended and a new management team was elected.
The FMU president is Hon Jimmy Akena Obote, vice president Hajji Hamid Gombe, General Secretary Reynolds Kibira, Treasurer Joseph Mwangala, Asst. General secretary Jackson Sserwanga, while deputy vice presidents include Josua Mayanja for Motorsports, Motorcycling Arthur Blick and Vintage touring and safety Anna Semukutu.

The clubs under the FMU-UG are Uganda Motor Club, Uganda motocross club, Speedway Motorsports club, Motorsports Africa club, Motorsports promo Uganda club, Southern Motor club, Mbarara motor club, Fomula 1 club others are United Motorsports Club, Vintage club, Enduro Uganda Club, Central Motor Club and Eastern Motor club.
The service clubs include Uganda Motorsports Marshals Association and Uganda Motorsports safety Marshals Association
Court verdict
We can not print out all the 15 paged judgement but in his final verdict learned justice Dr. Douglas Karekona Singiza held his findings and ordered the quashing and setting a side as illegal the executive committee decision to convene an EOGA of the FMU -UG on 3rd January 2024 and that of 19th Dec 2023.
Prohibited against conducting and holding an illegal EOGA of the FMU -Ug, and ordered the management committee of FMU -UG to call for a fresh EOGA within one month from the date of judgement.
Without tempering with the Jimmy Akena managerial leadership, clever Dr. Justice Douglas Singiza nullified everything that was done on the 3rd January 2024 .
MP Akena is bitter .
MP Jimmy Akena Obote the current President of the FMU-UG after writing a 5 page document to Dr. Ogwel Benard Patrick the General secretary of national council of sports he expressed his desertification over the manner in which NCS are reportedly being used by people outside the federation.
Speaking to this media house Akena pointed out that the judge in his wise thinking did not mention about the current leadership that it is illegal as stipulated in the IGG’s letter.
“Our leadership came in power with a clean hand, elected by the majority clubs after a heated contest and justice Singiza never talked about the current leadership but some people with bad hearts started misleading the NCS to fight us” Akena said.
He vowed to fight until the truth is achieved.
