Former CID Spokesman Charles Twiine Charged, Remanded

Charles Twine Mansio, the former spokesperson of the Uganda Police’s Criminal Investigations Directorate (CID), was today formally charged before the Buganda Road Chief Magistrate’s Court on a series of serious criminal counts, including incitement to violence, hate speech, malicious communication, and conspiracy to commit a felony.

Twine, who has been missing since Wednesday, resurfaced under police custody alongside a co-accused, Mitala Noah alias Noah Mutwe.

He currently serves as the Officer in Charge of Investigations at Parliament.

His family had raised concern over his disappearance after he reportedly went missing following a meeting with the Inspector General of Police at Naguru police headquarters.

The detailed charge sheet seen by this publication outlines eight criminal counts, all tied to statements allegedly made or disseminated by Twine between January 2024 and May 2025 using electronic communication.

According to the prosecution, Twine is accused of inciting violence against top government officials, promoting hate speech targeting individuals and ethnic groups, and spreading malicious information aimed at undermining national leaders.

Among the most serious allegations are:
• Incitement to Violence: Twine is accused of inciting his co-accused, Mitala Noah, to attack and cause the death of President Yoweri Museveni and General Muhoozi Kainerugaba due to their political positions.
• Hate Speech and Malicious Information: The former police spokesperson allegedly shared derogatory and inflammatory statements online targeting Speaker Anita Among, Deputy Speaker Thomas Tayebwa, General Muhoozi Kainerugaba (the Chief of Defence Forces), and General James Birungi.

He described them with terms such as “crook,” “killer,” and “fraudster,” with the intention of ridiculing and degrading them.
• Ethnic Hostility: Twine is also accused of promoting hostility against the Bahima ethnic group by claiming they are “killers.”
• Conspiracy to Commit a Felony: Together with his co-accused, Twine allegedly plotted to incite acts of violence targeting Uganda’s leadership.

The charges are based on Sections 79(1), 26, 28, and 363 of the Penal Code Act and Computer Misuse Act.

The prosecution claims that Twine used electronic platforms to disseminate these messages from various locations within Kampala Capital City Authority.

The court proceedings were marked by tight security. Twine did not enter a plea today, and it remains unclear whether he has secured legal representation. He was remanded as investigations continue.
