The Government has finally called off the coronation function which was purportedly organized by one of the factions fighting to take over the throne of Inzu Ya Bamasaba as the third Umukuka on grounds that it was not cleared and unauthentic.
Earlier last week Wagabyalire told this media house that his coronation mobilization drive and invitations for high profile people were in high gear for the Feb 18th event at Mutoto Gisu cultural ground.
However , in a security meeting on Tuesday morning chaired by Mbale RCC John Roberts Rex Aachilla where Wagabyalire Amram John attended , the Government called off the coronation on the grounds that no official clearance from the ministry of Gender , Labour and social Development was communicated about the coronation.
“We have called the coronation because of lack of official clearance from the line ministry following the ongoing conflict between Wagabyalire Amram John and Jude Mike Mudoma, yet we have a petition in office opposing the coronation, then the is the aspect of the 26 traditional clans leaders who make up the Umukuka were not involved , thirdly there is a petition by the opposing faction asking the IGP to carry out massive street demonstrations from the city centre to Mutoto also demanding the gazettement and coronation of Mike Jude Mudoma so Government and security could not allow confusion in the city” RCC John Rex Roberts Aachilla told the The Second Opinion publication.
He said that Mzee Wagabyalire was so cooperative and accepted cancelling out the coronation function on ground that he never involved the highest office in Uganda (The president), there was no enough financial preparations for the big crowd he had invited yet they have not resolved the matter with the minister of Gender, labour and social development.
However, Wagabyalire Amram told us that truly he met the security team with his delegation and postponed the coronation until 18th March 2023 in order to have enough preparations and extend his invitation to the president of Uganda since he is the patron of all traditional leaders in the country.
“I have finished everything and my coronation is on 18th March 2023 , to the haters they are doomed my coronation was cleared by the president twice but we kept on postponing,” Said Wagabyalire.
He said that by 18th March 2023 he could have submitted all what is required by the security to allow him carry out the coronation.
The RCC Rex Roberts John Aachilla called upon the youths in Bugisu and elsewhere to unite and stop politicking the matters of Inzu Ya Bamasaba but fostering developmental household income in their region.
He said that the purpose of inviting Mr. Wagabyalire Amran in a security meeting was to verify if he had got clearance from the ministry of Gender which he failed to show by evidence but verbally, then security discovered that they had not resolved the matter secondly the petition in the IGP’s office calling for a massive street demonstration over failure to Gazette the rival faction of Mudoma became an issue .
He said that his security team will start carrying out day and night severance to ensure that no secret coronation would take place without clearance from Government something that can cause problems.
He said that he will not allow any coronation function to take place unless there is evidence by a document from the minister of Gender clarifying about the resolution of the conflict between Mike Jude Mudoma and John Amram Wagabyalire.
He called upon the two factions and parties to respect the outcome should the ministry of gender, labour and social development announce the rightful person capable to lead Inzu Ya Bamasaba.
Rex Aachilla also called upon the youth to stop personalizing the matters of Inzu Ya Bamasaba causing more division and hatred for no reason yet they are one blood.
Earlier on however, last week the minister for Gender , Labour and social Development Betty Amongi Ongom said that Wagabyalire’s ongoing coronation program was illegal and a waste of people’s resources and time because he has not been recognized by the ministry and Government.
“We do not have any Umukuka in Bugisu as of now and whoever organizes a cultural coronation is illegal, we have not resolved the impasse between Wagabyalire and Jude Mike Mudoma to declare who is the rightful person for coronation and gazzetement” Said Betty Amongi.
The minister said that they asked both parties to go back on the ground and get certifications by the 26 legitimate clans that vote the cultural leader “Umukuka” in Bugisu with the support and endorsement of the all LCV chairpersons of Bugisu who would vet these elders but each time the parties submit different persons as elders of the 26 clans.
She added that her ministry requested for legal guidance from both the solicitor general and attorney General and the outcome was that both Wagabyalire and Mudoma were not legitimately elected as Umukuka for Bamasaba.
She pointed that in the case of Wagabyalire Amram John his election was conducted in December 2020 when the term of office of the organs of the Inzu Ya Masaba has elapsed on 15th October 20202 hence invalidating his election while as Jude Mike Mudoma stands invalid because his election occurred when there was a court order in place stopping any election from taking place and no effect was made to vacate the court order prior to the election.
Therefore there is no current cultural leader of Inzu Ya Masaba until the Government declares one and gazette him before those arrangements of coronations would take place.
