I’m UPC President – City Lawyer

By Francis Otucu

Peter Walubiri, one of the founding partners of Kwesigabo, Bamwine and Walubiri Advocates has declared himself President of Uganda People’s Congress.

In a memo outed last week shortly after the death of Joseph Bossa, the note, attributed to Walubiri read: “As you are now aware, our Party President passed on yesterday. We are leaving with the family to organize a befitting funeral for him. To that end, I have today appointed a National Funeral Committee to work with the family to manage the funeral programme. The Committee chaired by Prof. Patrick Rubaihayo and the Secretary General is its Secretary. The members are Mr. Matiya Kisembo, Ns. Rebecce Ereemye, Mr. Kawesa Ssalongo, Haji Hamza Ssewankambo and Mr. Isha Amiza Otto. The signed and detailed instrument of appointment will be circulated tomorrow.”

According to the memo, Walubiri is UPC president as backed by Article 14. 4 (4) of UPC Constitution.

Walubiri was reported named Bossa’s Vice in January 2019.

It should be noted that Walubiri, just like Bossa (RIP), does not recognize the Jimmy Akena leadership.

The Akena faction is yet to comment on the matter.
