Pius Bigirimana, the long-serving Permanent Secretary in the Ministry of Gender, Labour and Social Service has been transferred to the Judiciary, replacing embattled Secretary to the Judiciary, Expedito Kagole Kivumbi, the PS who reportedly spent billions on the construction of a toilet at the Chief Justice’s official residence in Nakasero.
“The appointing authority has directed that you be transferred from the Ministry of Gender, Labour and Social Development to the Judiciary as Secretary, with immediate effect,” a July 26 letter signed by John Mitala, the Head of Public Service and Secretary to Cabinet, reads in part.
The letter that is copied to President Yoweri Museveni, Chief Justice Bart Katureebe and Minister of Gender Janat Mukwaya adds: ‘On receipt of this letter, prepare to hand over your office within the existing regulations and report to your new station without delay’.
Recently, Kagole Kivumbi was put on the spot by the Public Accounts Committee (PAC) for among others, reportedly conniving with other persons to embezzle 34 billion shillings.
