Members of the Parish development councils [PDCs] in Kawempe division have appealed to the president to enforce his recent directive of enhancing their allowance down from 10,000/ per quarter upwards for effective service delivery.
The members made the call Saturday 30th August 2025 during a strategic sensitization meeting called and hosted by the deputy resident city commissioner [D/RCC] for Kawempe division Kagenyi Lukka for all PDCs and SACCO leaders within the division held at his offices in Keti Falawo zone.
The members pointed out during open discussions among other colleagues that many of their colleagues are demoralized due to poor or little allowances offered to them of 10,000/= per quarter saying it was paltry and miserable and only exposes the members to take up bribes or act in corrupt ways which is criminal therefore the urgent need for the government to enhance the allowance upwards in appreciation of their work.

The members also urged the government to ensure that they bring on board other stakeholders to support the challenging task of recovery of the loans from beneficiaries saying many of them are not respected by the beneficiaries which incident calls for a strong enforcement mechanism.
The participants tasked the RCC to take up their matter as urgent to the president for action.
However, Kagenyi in his submission pledged to remind the president about his recent position statement to consider enhancing the allowances for all parish development councils [PDCs] for effective service delivery. Kagenyi said there must be a good working relationship between the members of the PDCs and the beneficiaries of the loans because the government was determined to ensure that all citizens meant to receive the funds get it without bureaucracy.

He reminded them about the government’s commitment to ensure that the PDCs countrywide build a good and vibrant relationship with the loan beneficiaries for a positive uptake through sensitization campaigns.
