Minister Kabyanga Challenges Government Communicators to Popularize Government Programs

The state minister for ICT and National Guidance, Hon. Godfrey Kabyanga Baluku, has challenged all spokespersons for government agencies to popularize government programs. He noted that government programs like health, road infrastructures and education always get negative publicity. 

 Minister Kabyanga is very optimistic that popularizing government programs would drastically eradicate misinformation regarding these programs. He made the remarks while addressing spokespersons of different government agencies at National medical stores Headquarters in Kajjansi Town Council, Wakiso district on September 17, 2025.

Minister Kabyanga tasked all government Communicators to actively engage in NRM politics and that failure to do so, they risk being knifed.

” You have to respond anytime to misinformation. All civil servants must participate in NRM politics but not opposition politics. Any civil servants who talk about National Unity platform politics shall be axed immediately, ” Minister Kabyanga warned government communicators.

‘As government spokespersons we expect you to talk about information related to the NRM government and its gains. If you are serving the NRM government and can’t defend it in public, then wait for your own government to serve it. Information can’t cause constipation.’

Minister Kabyanga added that:” You’re the custodian of information, and content comes from you. Please give us information to disseminate it, “Minister Kabyanga appealed to government communicators.

‘ As the NRM government, we believe we have performed well and we think there are gains we need to consolidate. If you don’t disseminate information then you are enemies of the government.

‘ The transition has started but some of you have eyes but don’t see, have ears but don’t hear. We already know the winner in the next presidential election. Those making noise are free to do so. There is democracy and we shall give them the platform to exercise their democracy but surely our candidate is going to win against all his political opponents as it has been before, ” Minister Kabyanga assured government communicators.

Minister Kabyanga continued: ” Give us information so that we can disseminate it to the general public. As NRM we are here to stay and we are not going anywhere, ” Minister Kabyanga vowed.’

Minister Kabyanga further said he was impressed to find out that NMS has adequate medicines despite the public complaining of lack of essential medicines in government health facilities.

The General Manager National Medical stores (NMS), Moses Kamabare, informed the Minister that his agency supplies medicines equitably to all health centers including areas where voters overwhelmingly voted for opposition politicians. 

” We do things in the open. We give medicines to all Ugandans. We give it equitably. Even in an area where they have voted for opposition candidates, we give them medicines equitably,” said Kamabare.

Meanwhile, Minister Kabyanga and all government Communicators toured NMS pharmaceutical warehouse, and Mr.Kamabare  briefed them on how medicines are stored till they are delivered to health centres.
