Wednesday afternoon, President Yoweri Museveni made changes in the security.
His son and special security adviser, Lt. Gen. Muhoozi Kainerugaba returned as the Commander, Special Forces Command. He replaced Maj. Gen. James Birungi. Birungi goes to South Sudan for a special assignment. Maj. Gen. Paul Lokech was recalled from South Sudan and appointed Deputy Inspector General of Police, replacing Maj. Gen. Sabiiti Muzei who has been recalled to the army headquarters pending deployment.
However, Museveni’s message accompanying the changes was not usual.
First, he congratulated the army for defeating what he described as “insurrection that the traitors, with their foreign backers, attempted to stage a few weeks back.”
He did not congratulate the police.
Secondly, he noted, “The police must be made to do it’s duty of defending Ugandans from lawlessness, threat to life and property.”
He warned, “Any police person that does not do this must leave the police.” He said, there are thousands ready to replace them.
Whereas he does not mention anyone to have failed the police, only Sabiiti, out of the over 5 army officers deployed in the Police Force, was dropped and recalled for redeployment.
Sabiiti was the Deputy IGP since his appointment over a year ago. Well-placed sources say he under performed.
“He did not do what was expected of him,” a highly placed source told this news site Wednesday afternoon.
Other army officers remain deployed as directors in the force. Formerly, Sabiiti headed the Military Police from where he ‘excelled’.
It remains to be seen what Sabiiti’s next deployment will look like.
