Museveni’s Bugisu Senior NRM bosses with corruption scandals exposed

Tensions are so high over corruption scandals involving NRM big wigs and as President Yoweri Museveni prepares to land the knife among his fishermen in the impending reshuffle, Mr. Museveni decided to raid and camp in Acholi sub region for two days in a fact finding mission as to why the area remained poorer despite numerous Government projects like NUSAF, PRDP, Youth Livelihood, EMYOOGA, NAADS, PDM among others.

In a cabinet meeting on Monday chaired by the son of Kaguta there was a lot of fear among ministers with scandals, mainly those whose names were cited in the heartbreaking iron sheets scandal of stealing from the underprivileged people of Karamoja.

Bitter Museveni grilled the mother and queen of iron sheet stealing scandal Mary Gorret Kitutu the woman MP for Manafwa and minister for Karamoja affairs.

However, at The Second Opinion today we profile a list of Bugisu  NRM bigwigs dented by corruption scandals .

Mary Gorett  Kitutu.

 Mary Goretti Kitutu, also Mary Goretti Kitutu Kimono is a Ugandan academician, politician and environmentalist. She was appointed Minister for Karamoja Affairs on 8 June 2021, replacing John Byabagambi. She was the Minister of Energy and Mineral Development, in the Ugandan Cabinet, from 14 December 2019 to 8 June 2021.

Dr. Gorret Kitutu hails from Situmi in Bupoto  a place bording between Namisindwa and Manafwa.

 Before joining politics she was a consultant with NEMA  however upto now on streets of Mbale Dr. Mary Gorret Kitutu can walk and nobody realizes her presence.

Mary Gorret was a thymperthiser of Wagabyalire Amram John over the matters of Inzu Yabamasaba until last year when when Wagabyalire’s camp attacked her following her reported failure to deliver the said 30m for Imbalu circumcision  money that was sent from state house.

As the  Bamasaba were still recovering from the un-answered 30m cash for Imbale fete at Mutoto , the shocking theft of iron sheets for the unprivileged people of Karamoja hit the waves.

During a heated cabinet meeting chaired by the president on Monday , the sources told us that sevo regretted why the sons and daughters of Kundu and Mundu in Masabaland have  continuously ashamed him with corruption scandals.

 “Kitutu, I don’t understand what I am hearing. These things, no no no. I can’t accept this. Someone to steal from the poor? It’s like a father who steals his own meat he has brought for the family!” Museveni told Dr. Gorret Kitutu in a meeting.

A source further revealed that Museveni, in appointing Kitutu to cabinet, had allegedly warned her against letting him down like other Bugisu politicians had done.

Apparently, when he posted Kitutu to the Ministry for Energy and Minerals towards the end of the last term, Museveni summoned a meeting of elders from Bugisu at the state house.   State House.

During the meeting Museveni warned that whoever he gives responsibility to Bugisu, mainly ladies, they end up disappointing him but this time around let me try Dr. Mary Gorret Kitutu.

However, to the president’s shock Dr. Gorret Mary Kitutu over the last two week was crowned the queen of iron sheet stealing following the arrest of his mother and relatives involved in the stealing of iron sheets meant for the poor people in Karamoja sub region.

Police arrested the minister’s mother, a brother and a nephew who were found in possession of government-owned iron sheets that were meant to be given to residents in Karamoja as relief items.

According to sources, the operation to arrest the group was masterminded by Internal Security Organisation (ISO), the Police and the State House Anti-Corruption Unit found exhibits of the items at the family’s home before arresting the trio.

Reports from security disclosed to The Second opinion that minister Gorret Kitutu was on Tuesday summoned at Kibuli police CID headquarters where she allegedly made statements.

Karamoja legislators and locals leaders led by Remigio Achia, the chairperson of the Karamoja parliamentary group  Nihave exerted a lot of pressure on president Museveni asking him to have Dr. Gorret Kitutu sacked or allow her resign her ministerial position.

Mohamood  Masaba Mutenyo

He is the Mbale Industrial City mayor and the longest serving NRM chairman of Mbale district, a position trusted by both the NRM national chairman president Yoweri Museveni and the local voters in Mbale.

Masaba mobilization skills and operations to make the NRM party continue being loved in Bugisu gave him mileage for the longest serving cadre in Bugisu.

However, Masaba is involved in corruption scandals mainly trapped in tendering processes.

The man referred to as the lion of Mbale will never allow tenders to be given out using right procedures  as required by the Government under the PPDA arrangement.

His corrupt tendencies might land him in trouble should the long arm of Government under the anti-corruption unit extend to Mbale city.

The mayor using his influence gave out a street parking contract to fellow Bagisu of Central Investments agency ltd (CIAL) despite the awards contracts committee giving it to Jinja based Nalu tours and Travel (NTTL) at the cost of 17.7M.

Robert Luzze Kamya the managing director of Nalu tried court redress to get justice over what he called corruption and nepotism but all fell on dead ends.

The mayor was also involved in awarding without advertising the solar lights to GFA Aviation Solar contracted to install solar lights to Mbale city streets.

Masaba went ahead and influenced the awarding of Mbale city abattoir to Sula Kim without using the proper Government procedures.

Museveni’s highly trusted NRM member went ahead and gave out the lorry park without advertising it.

However, information indicates that Masaba is among the top mobilisers of NRM and president Museveni in Bugisu sub region.

Dominic Mafwabi Gidudu

He is the current minister state for elderly and hails from Bumawosa  Buchibaya  and has his home in Bunyale B, Budadiri town council Sironko district.

He came to limelight after the death of his brother Ambassador Wadada Musani who was the High commissioner of Uganda in Libya.

Before Ambassador Wadada died, Gidudu was a farmer dealing in fish farming business at Nalugugu in Mutufu  and also owned the polysack factory in Kigunga Mukono.

Gidudu, real name John Baptist Gidudu was declared bankrupt by court after his failure to pay a bank loan and the Kigunga factory was taken over by Indians.

He reported to staying at his brother’s place one James for close to 10 years until one time when president Yoweri Museveni visited Sironko , on his return a group of NRM supporters led by the  then Sironko publicist secretary Simbata Gerald stopped Sevo’s convey and led him to the home of late Wadada Musani since he never attended the burial.

During that time the president met the family members including Gidudu Johnbaptist who later changed Gidudu Dominic following the bankruptcy declaration, Museveni invited the family to Mt. Elgon Hotel where he later shared with them.

Among those who went were the widow to late Wadada Musani and at this time Sevo picked interest to help Gidudu thinking he was one of the sons of late Wadada Musani who headed the bush war Elgon 13 group.

However, a source and family members of late Wadada Musani Col Chango Anton and Major Peter Mafwabi told The Second Opinion that Gidudu ranks among the top NRM corrupt officers serving in Museveni’s Government.

They disclosed that he went and shared land of their late father in Kyenjojo matters in which they have dragged him to court.

There are also allegations that some piglets which were meant for the elderly people in Northern Uganda could have ended up in Bugisu , some were given to family members, others at his piggery farm.

Museveni’s minister is also in trouble following reports that his oil factory in Muyembe does not produce any single drop but he allegedly deals with some people from Lira where he buys oil like 100 jericans and then takes it to his factory for labeling before selling to the Government.

Agnes Nandutu

Nandutu earned her fame following her journalistic style of reporting while at the Nation media group NTV’s point blank.

He contested on an Independent ticket in Bududa district and won the women’s parliamentary seat.

She was later fished out and posted to deputise  the queen of iron sheet stealing scandal Dr. Gorret Kitutu Mary  as the state minister for Karamoja affairs.

The recent and ongoing iron sheet scandals reports Agnes as one of those implicated with 2000 iron sheets for Karamoja.

Seve’s, according to insiders, is bitter with his fishermen from Bugisu.

Christopher Buyera

He was recently appointed to head the Elgon zone campaign trail for Sevo Mzee Tova Kumain  but those who appointed him at Kyambogo Naatitional chairman’s office are investigating reports of voices similar to that of Buyers going viral asking for money to pay one army officers over the matters of Inzu Yabamasaba.

Buyera who was  given a short time job at Operation Wealth creation (OWC) are reportedly troubled over the alleged voices asking for money to bribe out the matters of Umukuka.
