PART ONE: Internal Affairs Minister writes to Attorney General over Bobi Wine, Besigye

By Francis Otucu

On April 25, 2019, Internal Affairs Minister, Gen. Jeje Odong wrote to the Attorney General, William Byaruhanga.

Gen. Jeje laid before the AG, five issues he needed answers to.

His questions to the AG were;

  1. On what basis are Hon. Kyagulanyi and Dr. Besigye going around the country politicking when they are not leaders of political parties?
  2. On what basis does Hon. Kyagulanyi use the color red when his group is not a registered political party?
  3. Is there no law that bars a person from undermining the country abroad/sabotaging investment?
  4. Doesn’t the wearing of a red in a courtroom amount to contempt of court?
  5. How can political rallies in markets be stopped?

Odong argued that his letter was based on the fact that activities of a certain political actors were aimed at disrupting social and economic lives of Ugandans. The activities, Odong explained, involved disruption of markets, blocking of streets and highways and storming of courts in a ‘provocative red outfits’ among others.

The objectives of opposition activities, Odong added, were to hurt the economy and eventually make the country ungovernable.

He also noted that some opposition political actors, against what he described, the interest of Ugandans, have gone to foreign countries to decampaign and discourage investors from investing in Uganda.

These ‘haters’, Odong told the Attorney General, are led by Bobi Wine and Dr. Kizza Besigye.

NB: Tomorrow, we revealed what the AG guided, basing on the law.
