Police Chief Loses Rank For Injuring MP Ogwal

By Francis Otucu

Police Disciplinary Court sitting Friday has recommended that SP Joel Tubanone loses one rank after he pleaded guilty to injuring Dokolo Woman Member of Parliament in 2017.

Tubanone, the former District Police Commander, Lira is accused of using excessive force while dispersing a political rally in Lira town.

Participants of the rally were injured in the process. MP Ogwal was among victims of excessive force.

The hearing chaired by SCP Birungi Charles (Ag. Director Interpol and Peace Support Operations) considered the pain and inconveniences endured by the complainant as a result of the unwarranted actions of the accused. Tubanone pleaded guilty and thus did not waste the court’s time.

Both the complainant and the accused are satisfied with the court’s decision.

If the police’s higher authority is to adopt the court’s decision, Tubanone will drop one rank to the rank of Assistant Superintendent of Police (ASP).
