The police in its disciplinary court sitting held last Thursday, charged 17 officers with the disciplinary offense of disobedience of lawful orders.
This follows a case of misconduct arising from an incident in which the officers, without good and sufficient cause neglected and omitted to report for a training course at Police Training School Kabalye, Masindi that had been ordered by the Director Human Resource Administration in his communication dated 02/01/2019 under ref 174/225/01/14.
The officers include; ASP Peter Oyesigyire, IP Emmanuel Luwuliza, D/AIP Moses Bongo, D/AIP Charles Emadu, D/AIP Charles Chuma, AIP George Nyende. Others are; D/SGT Stuart Kanzira, SGT Livingstone Kalule, D/CPL Joseph Anguduzu, D/CPL John Paul Ipurale, D/CPL Denis Wandera, CPL Samson Kapere, D/CPL Sezi Bwambale, D/C Zuwena Namaganda, D/C Robert Eyotu, D/C Yona Kanana.
During the status hearing 10 officers pleaded guilty, while 07 others pleaded not guilty.
This means that the officers are to lose at least one rank. For example, Oyesigyire is to drop from Assistant Superintendent of Police to Inspector of Police. IP Luwulira is to drop to AIP. Four AIPs are to drop to ranks of SGT. Two sergeant officers to Corporal, D/Cl to PC. Three other officers are to either be subjected to community service, their salaries deducted or confined in police barracks.
Police spokesperson, Fred Enanga said the formal disciplinary process is to help deal with mistakes and misconduct, and help the defaulters once proven guilty to stray within the boundaries of acceptable behavior learning from their mistakes.
“We want to add that the purpose of punishment is to deter future misconduct by officers who are found to have violated force policies and to send a message to others that such behavior will not be tolerated,” he said.
