UCAA Highlights Green Aviation Strategies in Carbon Offsetting and Reduction Scheme for International Aviation (CORSIA)

By Abraham Lincolns | Kampala

The Uganda Civil Aviation Authority (UCAA) has highlighted its green aviation strategies in carbon
offsetting and reduction scheme for International Aviation (CORSIA).

While participating in the 3rd CEO Breakfast and High-Level Meeting on Green Economy, SDGs and
Sustainability, held on October 14, 2026, at the UNICEF Conference Centre in Mbuya, UCAA revealed it’s
green initiatives. The meeting was officially opened by the Speaker of Parliament, Rt. Hon. Jacob Marksons Oboth, under the theme “Accelerating Uganda’s Green Economy Transition through Digital Transformation.”

According to Vianney Luggya, the UCAA’s initiatives to promote environmental sustainability include
acquisition of five Kayoola electric vehicles, development of a State Action Plan to mitigate aviation
carbon emissions, participation in the International Civil Aviation Organization’s (ICAO) Carbon
Offsetting and Reduction Scheme for International Aviation (CORSIA), and a feasibility study on
Sustainable Aviation Fuel (SAF).

“Our role in mitigating carbon emissions, we intend to acquire five Kayoola electric vehicles,
development of a State Action Plan to mitigate aviation carbon emissions, participation in the
ICAO,CORSIA, and a feasibility study on Sustainable Aviation Fuel (SAF),” Luggya said.

He also highlighted UCAA’s investment in modern air navigation technologies, including the
establishment of a national Performance-Based Navigation (PBN) framework, implementation of Global
Navigation Satellite System (GNSS)-based navigation procedures in line with ICAO requirements, and
Uganda’s participation in regional Free Route Airspace initiatives.

These innovations enable more direct and efficient flight paths, contributing to enhanced aviation
safety, increased airspace capacity, reduced flight distances and fuel consumption, and lower carbon
emissions.

“Through these initiatives, UCAA continues to support the integration of digital innovation and
environmental sustainability in advancing a safer, more efficient and environmentally responsible
aviation sector,” Luggya emphasized.

The Speaker of Parliament observed that the last eleven years were the hottest on record with 2025 at
about 1.43°C warmer than pre-industrial levels on the planet. “We face not two crises but one – environmental and social. Uganda cannot win a battle with Mother Nature. As Pope Francis wrote in Laudato Si’, the climate is a common good, belonging to all and meant or all,” the Speaker said.

Oboth added Africa emits under 4% of global greenhouse gases yet loses 2–5% of GDP yearly to climate
shocks. Uganda’s forest cover has fallen from 24% in 1990 to 11.8% today. “Between 2020 and 2025 we lost 38,000 hectares a year — one football pitch every ten minutes. Parliament will continue to legislate, appropriate and oversee so that climate priorities become action,” he added.

We welcome the One Constituency One Million Trees Initiative and look forward to the 7th SDG Run on
8 November 2026.The speaker applauded the green transition is also an opportunity for investment, innovation and jobs adding the climate belongs to us all.
