As Uganda Revenue Authority (URA) Board and the Inspectorate of Government (IGG) readies to take on top tax body officials reportedly involved in tax evasion and smuggling, details have emerged of how one of the two officials deployed her brother-in-law to a key docket as a manager.
The said manager is Ivan Kakaire, according to a whistleblower who also doubles as an employee of URA.
According to the petitioner, Kakaire is the brother-in-law to Sarah Kasheka Mwesigye, the Assistant Commissioner Customs Compliance & Business Analysis. Kakaire is married to Lilian Kimukundire, a customs officer. Before his (Kakaire’s) recent sacking, Kakaire, the petitioner says, was deployed in Enforcement Operations as a Manager. His role, according to the petitioner, was to make sure smuggled goods are supplied to top supermarkets and stores in Kampala. However, he was transferred.
Enter Evans Isha Mwesigye
Mwesigye is Kasheka’s husband. He is said to be a team player in Kasheka’s cult, World Venture. He is also said to have applied for the position of a Commissioner at URA. According to the petitioner, Kasheka and her accomplice, Agnes Nabwire Waiswa, the Assistant Commissioner Customs Enforcement Division were working closely with sacked Dickson Kasteshumbwa.
“As you got an understanding and directed the former Commissioner Customs to resign, the above two are his existing conduits to continue having an influence over Customs. In fact, all the fraud done while Kasteshumbwa Dickson was a commissioner, Agnes Nabwire had a helping hand in the planned frauds either as Assistant Commissioner at Customs Audit or as AC-Enforcement,” part of the dossier reads.
