The sacking of Eng. Andrew Kitaka as KCCA executive director was discussed way back in September last year after it emerged that his performance was instead acting against the fortunes of president Museveni to reclaim Kampala.
DetailsBefore the outbreak of COVID-19, a deal had been coined within the state apparatus to have a way on how to increase the chances of government to reclaim Kampala especially among the youths.This came on the backdrop of the fact that People Power movement was reportedly gaining more support mainly among bodabodas who were seen as the main champions of this perceived revolution.As such, an intelligence network was dispatched to know the extent of the PPM penetration into the masses and it’s mobilization mechanism. Sources told us that it was discovered that actually, almost on every boda boda stage, PPM leader Bobi Wine had two motor cycles. A secret crackdown on these bikes was carried out and many were confiscated. However, according to our sources, the number continued to increase despite the secret operations. It therefore necessitated the system strategists to devise means of how to counter the boda phenomenon ahead of 2021 elections. As such, Kcca minister Beti Kamya (then) engaged the president into giving out bodas and other machines to various youth groups in Kampala as a way of minimizing on the youth alliance with PPM. Kamya’s efforts were however, allegedly curtailed by the fact that the administration of kcca under Kitata Andrew failed to counter opposition propaganda that all these efforts were being done for political purposes.At the end of the day, Museveni removed Kamya and posted her to Lands ministry. The two (Kitaka and Kamya) are alleged to have given more time to fighting each other than combating Lord Mayor’s opposition rhetoric in the Authority.Back in the system’s strategic room, the issue of penetrating PPM boda movement and reducing it’s influence continued. As such, in March this year, something big was supposed to happen in the city. This event was to mark the operation code named ‘kick opposition out of Kampala’. It was supposed to be launched on the day one of the local artists was supposed to make a mega concert at Kololo airstrip. The now flopped concert was due towards end of March. In that concert, a deal to give out 10000 boda bodas was supposed to be launched. It is this artist who was supposed to give out these machines and the underlying reason was to penetrate and also reduce on PPM operations in the city and sorrounding areas. Sources in State house told us that not only could these bikes be given to Kampala, but also across the country after an intelligence report showed that Bobi’s network showed that almost in every stage in all urban centers, he had boda boda operators.Unfortunately, as this was being plotted, COVID-19 was peeping through the planning room. This is how the deal ‘flopped’ for now.Sources said that when the president declared lockdown on March 19, the issue of boda bodas was discussed and how to handle them. This, alongside taxis hence became a target which kcca was supposed to implement.Unfortunately, the managers in kcca under Kitaka allegedly failed to execute this work properly. But it was also revealed that this has failed because some powerful Generals are involved in the transport business of boda and taxis. Kcca, not only failed to handle properly the registration exercise, but also allegedly failed to utilize COVID-19 resources properly.The other issue is that of theft of kcca property mainly street lights. Intelligence sources say had it not to have been the installation of CCTV cameras, the whole of Kampala would now be in total darkness. Street lights had continued to be stolen something which angered the president accusing the authority of failure to protect these expensive properties despite having law enforcement.”When you look at the city, it’s totally different from what Musisi left. Potholes are ruling the city everywhere as if kcca has no budget. The green belts Musisi left are all gone. Law enforcement is no longer active as it used to be” sources explained.On top of this, we are told the government was itching to find a way of deflating Lord Mayor Lukwago. By appointing his deputy as a director, the calculation was that this would weaken Lukwago and his cabinet.”Kanyike has got a permanent job with lots of cash. There’s no way she will refuse a permanent job to concetrate on a seasonal political job. Moreover, it’s soon ending. Her appointment shows she was also looking for a way out of Lukwago entanglement who’s controlled by Besigye” sources said, adding that Kanyike being a DP, she allies less on Besigye politics which Lukwago is backing on.
