Kisoro By-Election: Kabagenyi nears return to Parliament as she defeats 7 in NRM Polls

Senior Presidential Advisor on Agriculture, Rose Kabagenyi, is a step closer to returning to Parliament. Kabagenyi was the Woman Member of Parliament for Kisoro district in the 11th Parliament. However, she lost to Sarah Mateke (RIP) in 2021. Following the passing of Mateke, Kabagenyi offered to contest in the NRM Party polls in a bid to hold its flag ahead of the by-election.

Indeed, on Friday night, she was declared winner by the Chairman of the NRM Electoral Commission, Dr. Tanga Odoi.

This was after Kabagenyi polled the highest number of votes, 39,941 votes, representing 47.7%. Her closest rival managed Akifeza Grace Ngabirano: 39,197 (46.8%).

This makes her closer to returning to Parliament given that Kisoro is an NRM hotspot. 

The by-election is scheduled for November 15. 

Rose Kabagyeni was born on August 4, 1974. 

Since 2022, she has been serving as the Senior Presidential Advisor on Agriculture.

Kabagyeni completed her primary education at Gikoro Primary School in 1987 and earned her Uganda Certificate of Education (UCE) at Seseme Girls Secondary School in Kisoro in 1990.

She went on to earn a certificate in agriculture in 1995 and a diploma from Bukalasa Agricultural College in 2000.

She completed a bachelor’s degree in agriculture from Makerere University in 2004, followed by a second diploma in 2011 and a certificate in monitoring and evaluation from the Uganda Management Institute in 2013.

She also holds a Master’s degree in Agriculture from Makerere University, earned in 2014.

Her professional background includes roles as an Agricultural Officer for Kisoro District local government (1997–2000) and as District Agricultural Officer (2007–2010). She has also served as a consultant for the National Agricultural Advisory Services (NAADS).
