Former FDC President, Col RTD Kizza Besigye is under house arrest.

This after he announced Tuesday his intention to walk from his Katonga offices to Constitutional Square.

This, though, appeared a parallel ‘walk’ to that led by President Museveni Wednesday morning to Kololo.

Justifying his detention, Kampala Metroolitan Police spokesman, Patrick Onyango said the police was not aware of any other walk except the anti-corruption walk to Kololo.

“We are not aware of any walk apart from that one organized by State House Anti-Corruption Unit. Which is from Constitutional Square to Kololo. All the other one we were not informed and therefore, it’s illegal. It will not be allowed,” Onyango told this news site Tuesday evening.

Speaking from his Kasangati home, Besigye said: “Once people are corrupt, those they steal from start suffering, when they come out to show their displeasure, those who are corrupt fight them (the people) viciously.

He insisted that he will find a way of leaving his home irrespective of the deployment.

Addressing walkers at Kololo Ceremonial Grounds after the walk, President Museveni said not all hope is lost. “People shouldn’t relax simply because I haven’t arrested them yet. I am still gathering evidence against them,” he said advising Anti-Corruption Unit, the police and IGG to be thorough in investigations. “Be thorough in your investigations, because you let us down when you do shoddy work. I am glad we all turned up in big numbers for the anti-corruption walk. The laws are in place. I don’t think there’s a law we haven’t put in the statute books. The problem is with implementation. For all institutions fighting corruption, don’t recruit people based on paper qualifications, recruit based on integrity. Anybody who delays projects in these four sectors is indirectly an enemy in the fight against corruption. Let us develop our economy, then we can preach the moral and spiritual side.” He also noted that there is a problem in terms of supervision. “Another problem is supervision. These units are not supervised. There has been poor supervision and tasking in the police.” He explained that: “People with money can be corrupt. Many of them are corrupt. Political, judicial and administrative leaders should create a material base for our people to get out of acute need. The wealth creation sectors are commercial agriculture, industry, services and ICT. The socio-economic side. We must help everybody get jobs and wealth. That is why recently I went around talking about jobs and wealth creation. There is a material basis for corruption. Political leaders should arrange the economy. If our people don’t have jobs and income, the temptation is high. Spiritually, corrupt people are bad investors. They think because people don’t see them, God doesn’t see them. In the last 60 years, I have not seen these court people being sustainably successful.”

The President said he has never stolen yet not poor.  “I would throw the first stone because I have never stolen from anybody, but I am also not a poor man.  I have never stolen anything from anybody..” he said.
