How businessman hiding from Nakalema’s unit was defrauded by senior police impersonator

On Tuesday, the Directorate of Criminal Investigations arrested Emmanuel Ricky Omoko, 32, on allegations of impersonation and obtaining money by false pretense.

This, after the complainant, Vincent Opio Otok had on May 5, 2020 complained before the CID against an ex-police officer (read Omoko).

The allegations against Omoko are that mid May 2020, Omoko, impersonating a senior police officer working at CID headquarters conned the complainant Shs1.96m.

Apparently, to help the complaint dodge appearance before the Lt. Edith Nakalema’s.

This news site understands that Opio was required to appear before the State House Ant-Corruption Unit to assist in investigations of involvement of his motor vehicle and his travel company (Vince Tours) in alleged fraudulently accountability case against former Nansana Town Clerk Jimmy Otwoko.

Against the above background and according to the CID report, Opio was linked to Omoko by his friend and lawyer.

The suspect (read Omoko), then demanded for a payment, which, Opio succumbed to.

Skeptical of the intention of the money he paid to the suspect, Opio shared the issue of money with one of his friends, who incidentally, knew the Director, CID.

We have learnt that actually, the said friend referred Opio to the Director, AIGP Grace Akullo

Upon learning of the incident, Akullo ordered an investigation into circumstances under which the purported senior officer demanded and later on received this payment.

It is then (Akullo’s order) that a case file was opened.

The hunt for Omoko, who, until the time of arrest was demanding more payment, with threats that Opio’s case was so complicated and that he needed more money to manage the matter, very well, started.

HIS ARREST

Well-placed sources have told this site that Omoko was lured to come for more money. This, on the advice of the investigators who had already deployed at Kinawataka in Nakawa division.

Omoko, showed up, smiling ear to ear, aware he was to pocket more money only to be grabbed by men in plain clothes.

During the profiling of the suspect, the detectives learnt that Omoko is a police deserted, having joined the police in 2015 and passed out in 2017 as a Probationer Police Constable (PPC).

He served for one year and later deserted following multiple of crimes especially relating to fraud, including defrauding one of the UPDF senior officer of Shs60 million.

CID spokesman, Charles M. Twine confirmed our story.

He said, “Our detectives are vigorously gathering evidence, and on the completion of the investigations, Omoko will be charged to Court for various offences committed including desertion from Uganda Police Force.”
