
Senior government officials, including the Resident City Commissioner (RCC) and top police officers, are under scrutiny following an illegal eviction carried out in Muyenga, Kampala.
The eviction, which occurred on Tuesday, February 24, 2026, involves property comprised in Kyadondo Block 244 Plot 1774, owned by Fauzia Muwonge.
According to court documents and her lawyers, Muwonge owns the property by virtue of marriage to Jaffer Kalule Kagimu, and has been in possession of part of the land together with her two children, while renting out another portion from which she derives income.
Trouble began around 2021 when Kagimu allegedly sold the matrimonial property to Ibrahim Semaganda, trading as Buildnet Real Estate, without Muwonge’s consent. She subsequently filed Civil Suit No. 010 of 2023 challenging the sale. Although the suit was dismissed by the High Court (Family Division), Muwonge lodged Civil Appeal No. 1055 of 2024.
She further applied for a temporary injunction before the Court of Appeal under CACA No. 0763 of 2024, seeking to restrain Semaganda from evicting her pending determination of the appeal.
Court records show that on December 19, 2025, the application for injunction came up for hearing in the presence of the respondents. The trial judge expressly directed that no eviction or demolition of the property should take place until the application is determined—a directive that Semaganda and his lawyers reportedly undertook to respect.
However, Muwonge says that on February 20, 2026, Semaganda, allegedly in connivance with the Kampala RCC, attempted to evict her without a valid court order, in blatant defiance of the Court of Appeal’s directive.
The situation escalated on February 24, 2026 at about 1:00 pm, when Semaganda, accompanied by police officers from Kabalagala Police Station and a group of goons traveling in a taxi (Reg. No. UAQ 151B), forcefully invaded the property and evicted Muwonge and her tenants.
According to her lawyers, the group, under police protection, looted and vandalized household items and personal property valued at approximately Shs200 million, before stationing private security guards on the land.
Muwonge’s legal team, MBS Advocates, has named several senior officials they say facilitated or failed to prevent the eviction, including:

“The above-mentioned officers were informed about the directive of the Trial Judge on Friday, February 20, 2026, when eviction was first attempted, but they made no effort to verify or enforce the court order, thereby giving the respondents a go-ahead to evict,” MBS Advocates said in a letter.
The lawyers have petitioned the Head of the State House Anti-Corruption Unit, Brig. Henry Isoke, calling for urgent intervention.
“It is against that background that we kindly request your esteemed office to prevail over and stop the aforesaid highhanded actions of Semaganda Ibrahim and the group of goons, and halt the eviction of our client from her matrimonial home,” the letter reads in part.
The matter has raised serious questions about abuse of authority, contempt of court, and misuse of security agencies, with calls growing for investigations into the conduct of the officials involved.
