July 31, 2025The prime minister Hon. Robbinah Nabanjja, on July 30, 2025, commissioned the construction of Electoral Commission Headquarters in Lweza/Lubowa zone in Makindye/Ssabagabo Municipality, Wakiso district.
While officiating the Groundbreaking ceremony of Commission’s permanent home in Lweza/Lubowa zone, on plot 2508 &2509, Premier Nabanjja noted that the state of- the art building facility marks a significant milestone in promoting electoral democracy in the country.
Premier Nabanjja added that the Groundbreaking ceremony of the Electoral Commission facility comes at the time when the government is marking 30 years since the constitution was promulgated in 1995.
” The Electoral commission will have its permanent home and I have been at the center of it, ” premier Nabanjja boasted, adding that the site will offer more than a mere building .
‘The facility once complete will save the costs of paying rent which keeps on increasing annually. Government remains committed to supporting institutions with unique facilities like this one.
” Government remains committed to supporting the commission in its efforts to deliver effective services .
‘ Lastly, I commend the National Housing and construction company for undertaking construction of key government facilities.’
The Minister for Justice and Constitutional affairs , Hon. Nobert Mao , welcomed the move for the Commission to have its permanent home noting that this would reduce the cost of rent and storage facilities which affect the commission’s budget .
” I believe the power of the electoral commission will be defined by its structure. The journey started in a zigzag manner as brokers were peddling land in wetland areas for the government to construct the commission’s Headquarters.
‘ I implore the people of Makindye/ Ssabagabo Municipality to tap into the opportunities this project brings in the area.
‘ Let’s work as one government and currently Uganda is still in its infancy as far as democracy is concerned.
The Chairperson of the electoral commission Justice Simon Byabakama Mugenyi, described the Groundbreaking ceremony of the Commission’s Headquarters as a historic occasion revealing that the commission had spent the last six years looking for a permanent home.
” Most of the places we got involved breaking here and there. Fortunately in 2022, National Housing and construction Company found us land here in Lweza for our proposed new home. In 2023, we had a budget of around 60 billion required of us to get a home but we returned this money to the consolidated funds.
” This ceremony marks a significant milestone for our ambition to get a permanent customized office space.’
Justice Simon Byabakama, commended the ministry of land housing and urban development for taking a lead in implementing the presidential directive to find a permanent home for the Electoral Commission. He called upon Ugandans to join the commission in championing democracy.
The Acting secretary for the electoral Commission, said the Ground breaking. Ceremony marks a major milestone for the commission to secure a permanent home and thanked all stakeholders supporting this move.
The Electoral Commission head of engineering department , Eng. Cyprian Ogwang, revealed that technical committee meetings were held to ensure the contractors meet standards while erecting the Commission’s building facilities. He challenged the contractors to be transparent and also ensure value for money .
The Chief Executive officer (CEO) of National Housing and Construction Company Ltd , Eng. Kenneth Kaijuka, noted the Commission’s proposed Headquarters was designed in alignment of the functions of the Commission.
” On July 17, 2022, the president directed the National Housing and Construction Company to undertake the relocation of the Electoral Commission from Jinja road where it had been for more than a decade. We got a temporary office for the commission on the 7th Street industrial area. Before relocating the Commission, we ensured we got customized office space with complete facilities and consequently the relocation was successfully achieved, ” Eng. Tibaijuka explained .
‘ We later moved on and provided 10 acres of land at Lweza /Lubowa zone for the proposed customized Electoral Commission Headquarters.
‘ Despite no compensation and land transfer , National Housing approved the mutual operation of the construction project on this land. The designs of the project have been completed through consultation of all stakeholders. However, reviews and updates of the project are very crucial .
‘ Environmental and social impact assessment report was conducted and NEMA accredited it. Makindye Ssabagabo Municipality granted us the building permit. We hope to deliver the project within 24 months if funds are available. We are committed to delivering the project with all the required designs .
Eng . Kaijuka continued : “The budget for construction will be provided in the medium term . Delays would inflate the construction project. However, we are committed to deliver the project with all the required designs. We appeal to you to identify other projects for the remaining 60 acres of land at Lweza Lubowa zone in Makindye Ssabagabo Municipality.
‘ Review and updates of the project designs are continuous to ensure effective customization for functionality . The Groundbreaking for initial construction works will facilitate nomination of presidential candidates from September 24-25 , 2025 and general elections tallying and declaration of the general polls in January/February 2026.
‘ In conclusion , the relocation of Electoral Commission offices from Jinja road on plot 55 paved the way for construction of Kampala flyover. It didn’t only remove the right of way bottleneck but also provided the Commission with ideal and befitting office space for the commission both temporary and permanent location , ” Eng. Kaijuka concluded.
