Exclusive details as to why the commander in chief of the Armed forces Gen.YK Museveni has posted CDF David Muhoozi to cabinet have leaked to the Second Opinion operatives (SOPs).
After four years in the position of Chief of Defense Forces, Gen. David Muhoozi was a fortnight ago taken to cabinet leaving the coveted chair as CDF.
Not only was he posted there, but also appointed to serve under a junior army officer Maj. Gen. Severino Kahinda Otafiire.
Muhoozi will deputize Otafiire as a state minister for internal affairs. This is contrary to what he did to former Chief of Defense Forces the late Gen. Robert Aronda Nyakairima.
Museveni knifed Aronda in 2013 and posted him as minister for internal affairs with strict instructions to oversee and implement the National ID project. Aronda did as told, and he is the reason everyone currently moves with a national property in the name of National ID.
Sources told us that the knifing of Muhoozi as CDF is partly because Museveni wants to implement the long awaited security measure of having all motor vehicles monitored through a special spy tool known as a chip.
This chip is put on the number plate of every vehicle or motor cycle. The idea is about monitoring every vehicle or motor cycle as one way to curb any sort of crime.
This is why he was posted to internal affairs. Whereas this project would ideally fall under transport sector, it is reported that it is going to be managed under internal affairs and is being treated as a police issue.
“David has not been involved in any corruption. He is a brilliant lawyer and has clean record. He will therefore, manage this project as per the CiC’s directives” says a source.
The sources added that Muhoozi on the other hand, was brought to cabinet as part of Museveni’s plan to prepare for transition. He is one of the young blood officers who are viewed as power brokers.
“This parliament is going to handle transition. Even if Museveni is to stand again, there must be preparations to push the country forward. Muhoozi is one of those seen as capable negotiators Museveni prides in. As a minister, he will be able to recruit a political class and form a cluster that will back Museveni agenda” the sources said.
We have however, learnt that within the forces, David has allegedly been having running battles with some officers who were hellbent on failing him.
Sources said that the recent attacks on media personnel by some security officers in various security groups was part of the secret infighting against David.
Matters were worsened after some assailants tried to assassinate former CDF Gen. Edward Katumba Wamala recently.
Sources said, for some time now, David had allegedly been having some troubles with some officers who tried to ‘sabotage’ his work with a view of portraying him as an incompetent army officer.However, whenever such issues occurred, sources said David would seek advice from seniors like Katumba whom he considered as his personal friend and also senior in military affairs.
This explains why Muhoozi took the path of rendering apologies to the public every time some of his officers (or detractors) tried to embarrass the forces he heads.
“This is exactly what Katumba used to do. He solved many problems between the forces and the public through dialogue. This is what David was doing. He did it during lockdown when women were battered in Kamyokya, he did it to scribes who were beaten and many more incidents. He chose to handle matters through public engagement than confrontation or arrogance” sources revealed.
In fact, we are told Muhoozi’s efforts to work for promotion in the forces was allegedly out of his admiration for Katumba whose work method he always looked up to.
It is therefore, little wonder that in most high ranking military assignments Katumba has served, it was always David who replaced him. He for example worked as Katumba’s deputy as CLF.
When Katumba was named CDF, David took over from him as CLF and later he succeeded him as Chief of Defense Forces four years ago.
Interestingly, both have served for four years in that position of CDF with Katumba having served from 2013 May to 2017 May when David came in. Museveni has now posted David to cabinet almost in the same month of May as he did to this pal Katumba eight years ago.
“Katumba and David are close pals. The latter sees the former as his senior and he always gives him honest advice. David is brilliant but he consults a lot” sources said.
We have been informed that the recent attack on Katumba partly contributed to David’s knifing.
Apparently, when David visited the scene shortly after Katumba incident, he later vowed to pursue the killers. His interest was not in getting the killers persued, but to get the real group behind the failed assassination.
It was reported that David throughout his administration, always sought for efficiency among his group but some were acting to the contrary.
“Take an example of the beatings against scribes, David always warned his men but they couldn’t heed. He sought for advice from Katumba and he told him to organize friendly matches with the media. This would restore the lost love. A few days after the play, the same detractors got out of their way and this time thumped many scribes. This was simply targeting to frustrate him” the sources added.
The sources went on “The Katumba saga added salt to an injury. The group knew David was capable of getting them because he had that capacity. Therefore, they would only be happy if he was out of that office in case they were kawukuumi Museveni always talks about. That is why his removal is good news to such bad groups” the sources said.
Museveni in 2017 fired Katumba from CDF office and posted him as a state minister for works. He assigned him the role of implementing the now stagnated Standard Gauge Railway.
At that time, Katumba had running battles within the forces after he claimed that he as CDF, wasn’t consulted on the much dreaded operation in Kasese.
This operation led by now Lt. Gen. Peter Elwelu left over 100 people burnt to ashes as the government tried to silence the alleged revolt by the Omusinga Wa Rwenzoruru Charles Wesley Mumbere.
The commanding officer Elwelu secured himself widespread condemnation from both local and international community although the battle hardened general maintains that those Kasese people deserved death.
“They deserved it. Those Kasese people needed to die” he said recently after swearing in as army MP. However, a few days after his denial of knowledge of that operation, Katumba was knifed and posted to works ministry in a junior position as state minister unlike his predecessor Aronda who came as a full minister.
Now, the latest unfolding knifing of David comes at a time when he had just vowed to net the Katumba attackers. He has left the office without even penning a single report.
SUCCESSION
Other sources said that David is actually seen as one of the successors to Museveni.
He is actually being posted to political office to enable him aqaint himself with the general workings of government.
We are told David is supposed to join full scale politics soonest and by the time he leaves his new tour of duty, he will be well versed with how parliament operates, the judiciary and the executive.
“David is going to manage the political arm of government as Gen. Muhoozi Kainerugaba will be managing the forces. These two are well trained officers to run the country” the sources said.
The president a fortnight ago appointed David as state minister for internal affairs and he is yet to appoint a new CDF.
However, social media rumors have been doing rounds that Gen. Kainerugaba is tipped to replace Muhoozi.Currently, Kainerugaba is the commander of the elite special forces that guard his dad and key government installations.
